English|Long-Stay Consultation Case

Clarifying the Steps Before Applying

Tatekawa Administrative Scrivener Office in Sagamihara, Kanagawa, received an inquiry from a person living overseas who was planning an extended stay in Japan for sightseeing and recreation.

The main questions concerned whether a Certificate of Eligibility (COE) was needed before applying for a visa and whether applying without a COE would affect eligibility for a Residence Card.

What We Clarified

Kazushige Tatekawa, an administrative scrivener (Gyoseishoshi), visited the immigration office in Yokohama to confirm the relevant procedures. We then provided guidance by email in English on three points:

1. COEs and Residence Cards

Obtaining a COE and qualifying for a Residence Card are separate matters. For the long-stay category being considered, we explained the arrangements applicable when a person obtains the appropriate visa and is granted landing permission with a six-month period of stay.

2. Procedures at the Arrival Airport

Residence Card issuance procedures vary depending on the airport of arrival. We advised checking the arrangements at the intended arrival airport.

3. Registering a Place of Residence

An address used to receive mail is not necessarily the person’s actual place of residence. We explained this distinction and advised confirming the registration requirements with the relevant municipal office based on the actual living arrangements.

For visa application procedures and required documents, we advised following the instructions of the Japanese embassy or consulate handling the application.

The Scope of This Consultation

Our involvement concluded with pre-application guidance. We did not submit an application in this case, and we have not confirmed visa issuance, landing permission, or receipt of a Residence Card.

Our aim was to distinguish the points we had confirmed from those requiring individual confirmation, helping the person understand what to check next.
